There is no single licence that permits every business activity. The correct approval set depends on constitution, state, local authority, premises, products, environmental impact, workforce and how sales are made.
Step 1: map the activity
Write down what the business will manufacture, trade or deliver; where it will operate; whether it stores food, chemicals or regulated goods; whether it imports or exports; and whether customers visit the premises.
Step 2: map the entity and tax layer
Complete constitution records, PAN, bank account and Udyam where eligible. Check GST, professional tax, Shops and Establishments and local trade-registration requirements.
Step 3: map sector approvals
Examples may include FSSAI for food businesses, pollution-control consent for specified activities, fire approvals, drug or clinical-establishment licences, legal metrology, factory registration, import-export code or sector regulator permissions. Applicability must be checked with the competent authority.
Step 4: map premises and employment
Confirm land use, lease permission, signage rules, electricity load, fire and safety controls, employee registrations and payroll compliance. Do not assume the landlord approval replaces a statutory approval.
Step 5: build an approval register
For every approval record the authority, application number, owner, conditions, renewal date, display requirement and evidence location. Set reminders well before expiry.
Step 6: launch control
Do not begin a regulated activity until mandatory pre-commencement approvals are granted. Re-check approvals when capacity, premises, products or constitution changes.
Business licences and approvals: practical launch checklist
Identify registrations and operating approvals by activity, location, premises and workforce.
Eligibility
Every operating business should perform an applicability review. Individual registrations have their own thresholds, exemptions and conditions.
Potential benefits
Reduced closure and penalty risk; stronger lender and investor diligence; easier tender, customer and insurance verification.
How to apply
Map activity and premises, check central/state/local requirements through official portals, assign owners, obtain pre-commencement approvals, and maintain a renewal register.
